clk_tree: Add basic clock support for esp32h2

- Support SOC ROOT clock source switch
- Support CPU frequency change
- Support RTC SLOW clock source switch
- Support RTC SLOW clock + RC FAST calibration

Remove FPGA build for esp32h2
