remove(freertos): Remove legacy vPortCleanUpTCB user hook

This commit removes support for the vPortCleanUpTCB() user hook as well
as drops support for associated Kconfig option,
CONFIG_FREERTOS_STATIC_TASK_CLEAN_UP.
