With MINIMAL_BUILD enabled, menuconfig will only display configuration
options for components included in the build through main component
dependencies. This means that configuration options for excluded
components will not appear in menuconfig. This might be confusing, as
most examples currently do not use a trimmed build, and all components
detected by the build system are available in menuconfig, even if their
configuration has no effect because the components may not be linked or
used. Adding a note in the components menu of menuconfig could help
users realize they need to add a component to the main component
requirements to see its configuration options. Unfortunately, Kconfig
does not support multiline comments, so there are three separate
comments intended to adequately describe the potentially missing
component configurations.

ADDITIONAL_MAKE_CLEAN_FILES is deprecated and only worked with make.
Replaced with the new ADDITIONAL_CLEAN_FILES (CMake 3.15) which also works with ninja.
This commit removes all kconfig_new files and references to them and adds esp-idf-kconfig as a dependency and adequate wrappers to avoid breaking changes.

New —-list-separator argument of confgen.py and
prepare_kconfig_files.py is used to select which character is used
as list separator. For compatibility with esp-docs, we still keep
support for space separator. Otherwise esp-docs would have to choose
the separator depending on the IDF version.

Since ESP-IDF sets cmake_minimum_required version to 3.5, and version
3.5.1 is used in CI, sort file lists obtained from file(GLOB)
manually.
This helps obtain reproducible order of libraries passed to the linker
and to ldgen.
Fixes an issue where if idf_build_process is called in a CMake
subdirectory, menuconfig looks for the mconf-idf binary in the wrong
place (in the subdirectory build dir instead of root binary dir).

!4452 had config generation first before building the component list
to be used in the build. This proved to be detrimental when a new target
is added as config generation would consider configs from both targets.
