This commit updates the following:
- Updates the panic handler to use only the RTC WDT to reset the system.
- Refactors some of the panic handler code.
- Updates Bluetooth files where in they now feed the WDTs instead of
reconfiguring them.
- Removes some unnecessary configuration of WDTs from various files.
- Added a unit test to verify that the system does not lock up when the
panic handler is stuck.
- Updates the memprot unit tests to work with the refactored panic
handler.

Updated S3 to use PMS protection for writing to flash through cache. This means we get
a panic quicker for this illegal behavior than we did before, making the source of the error
easier to track down.
Before this change _invalid_pc_placeholder pointed to address of _init
function from crti.o
This made GDB input a bit confusing:

Currently, several example dependencies rely on the fact that all
registered components are added to the build, along with components
specified in common requirements. This results in longer build times
because even unused components must be built. Switch all examples to use
idf_minimal_build to compile only the components actually required by
the example.

Currently, several examples do not explicitly state their component
dependencies, relying instead on the default behavior that includes all
registered components and commonly required ones in the build.
Explicitly adding component dependencies can reduce build time when
set(COMPONENTS main) is used.

This feature is useful for 3rd-party software to run GDB with predefined
options that described in project_description.json file
allow to pass custom options to "idf.py gdb":
--gdb-commands: command line arguments for gdb. (without changes)
-ex: pass command to gdb.
-x: pass gdbinit file to gdb. Alias for old --gdbinit command
