Ivan Grokhotkov 191a9021c2 change(wpa_supplicant): clean up test_eloop, set leak threshold

- sort includes, fix relative includes
- make all globals static
- remove ifdef SOC_WIFI_SUPPORTED since the whole test app is only
  built when SOC_WIFI_SUPPORTED is set

wpa_supplicant unit test

To build and run this test app, using esp32s3 target for example:

idf.py set-target esp32s3
idf.py build flash monitor

To run tests using pytest:

idf.py set-target esp32s3
idf.py build
pytest --target=esp32s3
